Ministry revokes approval for Mykonos accessible-beaches grant

A payment claim could not be fully certified after two unanswered requests for supporting documents, the Tourism Ministry says. The decision does not establish the condition of beach facilities.

Funding approval revoked · physical access not established

What the ministry decided

Greece’s Ministry of Tourism revoked its January 2026 approval of a Mykonos Municipality investment plan to create accessible beaches. Its decision, dated 2 November and published under ADA ΡΜ1Σ465ΧΘΟ-998, concerns grant eligibility under a Recovery and Resilience Fund programme. It is a reversal of a funding approval, not a finding that any particular beach is accessible or inaccessible today.

The municipality had submitted a final payment claim on 30 June. According to the signed decision, the ministry could not fully certify the financial scope and eligibility of the plan from the original invoices and other supporting records it requested. The decision does not say that equipment was removed, identify the present condition of installations, or record a completed on-site inspection.

Two requests and two missed deadlines

On 10 July the ministry returned the payment claim, asking for invoices and delivery notes, an effective beach concession covering at least five years after completion or a renewal request, payment orders, an asset register, supplier records, photographs of expenditure, technical compliance certification and other financial and acceptance documents. It set 14 July as the deadline. The decision records no reply from the municipality by that date.

The ministry sent a further request on 16 September, again specifying missing documents, including photographic evidence by beach and handover or acceptance records. It set 18 September as the new deadline and again records no reply. Those statements are the ministry’s account of the grant file. We have not seen the municipality’s complete correspondence or procurement file, and the decision does not explain why it did not answer.

The question for beach users

The immediate administrative result is clear: the earlier approval, ADA 94ΜΕ465ΧΘΟ-ΨΚΜ, has been revoked. The practical result for a person seeking an accessible route, changing area or assisted entry into the sea cannot be read from a grant decision. Each beach needs current, site-specific confirmation of what is installed, functioning and available.

The next useful records are any municipal response, an itemised account of equipment and beach locations, and independent confirmation of present access arrangements. We will update this story if those records emerge. This report is based on the full signed nine-page decision, checked on 6 November; it does not treat political claims about a grant amount or the number of affected beaches as established by that document.
