Mykonos approves street-lighting cooperation plan, with quantities still unclear
The €1.4976 million draft separates procurement from programme management. Its description and budget give different numbers of lighting poles; approval is not installation.

What was approved
Mykonos Municipal Committee approved by majority the purpose and terms of a draft cooperation agreement with Anaptyxiaki Prooptiki AE on 5 October. Decision 240/2026 concerns restoring street lighting through autonomous, remotely managed systems in areas declared in a state of emergency. The agreement has a total budget of €1,497,600 including VAT.
This is an administrative step towards procuring and installing equipment. The published decision does not identify an awarded supplier, establish that the cooperation agreement has been signed, or announce completed lighting works.
Why the municipality says the work is needed
The technical recommendation attributes damage to the heavy rain and flooding of 31 March and 1 April 2025. It describes damaged poles, electrical panels, foundations, cables and luminaires. It says municipal repairs have replaced a limited number of damaged fittings, while a significant part of the network remains out of service. This is the municipality’s account in the decision, not an independent inspection of the roads.
The proposed system combines LED lights, solar panels, batteries and remote management. The municipality remains the project owner; the development organisation would act as beneficiary and contracting authority. The draft provides for financing through the National Development Programme’s natural-disaster programme, subject to the terms of the inclusion decision. It is not itself evidence of a completed funding disbursement.
Budget and timetable: separate the stages
Article 6 allocates €1,440,000 including VAT to the supply contract and €57,600 to the implementing organisation’s operating costs, producing the €1,497,600 total. The draft’s 41-month duration consists of four months for procurement, one for pre-contract review and contracting, 12 for implementation and 24 for mandatory maintenance and warranty. It should not be reported as 41 months of construction or a fixed calendar completion date.
The minutes record Konstantinos Koukas voting against the agreement, rather than against the project, because of his objection to the extent of municipal responsibilities being taken over by the development organisation. Nikolaos Gkelos declared himself present.
The unresolved quantities
The attached technical description refers to 410 new lighting poles. The itemised budget, however, uses 351 for poles, LED fittings, solar panels, batteries and related equipment. The budget appendix also introduces the supply cost as €1,442,000, while its table and Article 6 give €1,440,000 including VAT.
These are inconsistencies within the published document. We are not selecting one pole count as definitive or treating the difference as an additional expenditure. A clarified specification, the final agreement and the procurement documents are needed to establish what will actually be supplied and where. For residents, the practical milestone remains documented installation and operation on identified roads, not this approval alone.
