Mykonos substitute teachers challenge housing-aid paperwork
Teachers say informal rentals leave them unable to document housing costs. Ministry guidance explains why a TAXIS lease is requested for cash support, but the current municipal application still needs direct confirmation.
Teachers’ request · current municipal application not independently confirmed
The request and the missing document
Substitute teachers serving on Mykonos are asking the municipality to reconsider how applicants prove their housing costs. In a statement attributed to their association and reproduced in full by Alfavita on 4 November, they say some owners do not register leases electronically and utility bills remain in the owners’ names. They propose declarations from owners and teachers, together with school-service certificates, as alternative evidence of where a teacher lives. These are the association’s claims and proposal; we have not verified individual rental arrangements or a municipal refusal of any particular application.
A checklist reproduced alongside the statement by Xplore Mykonos News lists a lease registered in TAXIS for the housing component of the municipal aid. The copy gives 13 November 2026 as the application deadline. We could not locate the current checklist on a municipality-hosted page, so applicants should confirm the applicable deadline and complete document list directly with the municipal protocol office.
Why proof of cost matters
Article 529 of Greece’s 2026 Local Government Code permits island municipalities to provide eligible teachers with food and accommodation in kind or to pay an allowance against their expenses. It requires a local council decision specifying the support and its period, and says the total support cannot exceed the recipient’s cost. The law therefore makes proof of an expense central to a cash housing payment; it does not itself set a Mykonos payment amount in the passage we checked.
A December 2025 Interior Ministry circular, written for the predecessor provision, says cash housing expenditure should be established from a lease in TAXIS. It treats the absence of that document as an absence of demonstrated rent for payment purposes. That administrative assumption does not establish whether a teacher in an informal arrangement actually pays rent. Equally, a certificate of employment or residence alone may not establish the amount paid. Whether another form of proof can satisfy the current scheme is a question for the responsible authorities, not an entitlement established by the teachers’ request.
Cash aid and actual accommodation
The law also permits accommodation provided in kind. Mykonos Municipal Council separately approved the need to lease buildings for eligible workers in September, a process whose supporting proposal envisages space for up to 125 people. That decision was a step towards securing properties, not evidence that rooms are now available or that the cash-aid paperwork has changed. The two approaches address related needs but have different implementation steps.
The immediate question is how the municipality applies the national cost rule to this year’s applications, and what route remains for a teacher who pays for accommodation without the requested electronic document. We have not found a current municipal response to the association or a verified count of affected applicants. This report will be updated if the original application notice, a response or a subsequent decision becomes available.
